3.3 use services plans provided by utility company - these are only a guide
3.4 get cables isolated and made dead before work begins if possible
3.5 dig trial holes by hand - use shovels and spades, not fork and picks
3.6 hand dig if in doubt (particularly for plastic cables which cannot be detected)
3.7 have emergency procedures/contact in place
